Liners That Are Smudgy And Budge-Proof Make Everything Better

Eyeliners used to be one of two things: soft and smudgy, or budge-proof. They were rarely both. These days, though, we don't have to choose between precise and smoky. Our favorite liner pencils combine the best of both worlds: There's a 15-to-30-second window when you can smudge 'em to your heart's content, and then they set — and stay.
This combo has become pretty crucial to our eye-makeup game, since we tend to go for a soft, diffused vibe (that's not going to melt into raccoon eyes). Sure, there's a time and place for a crisp flick — but we also don't want the lived-in look to seem, well, too lived-in.
