Eyeliners used to be one of two things: soft and smudgy, or budge-proof. They were rarely both. These days, though, we don't have to choose between precise and smoky. Our favorite liner pencils combine the best of both worlds: There's a 15-to-30-second window when you can smudge 'em to your heart's content, and then they set — and stay.
