Paint your nails with the copper polish, then dip a nail-art brush into the frosted blue polish — don't wipe off the excess, as you'll want to grab a good amount of polish in order to make the "blossoms" the right size. Touch your brush to the nail to create a large dot of polish, then add a few more haphazardly around the nail.
