Yep, seems like the council finds RiRi to be this year's most well-dressed, most eye-catching, most noteworthy girl about stage, about runway show, and, yes, about town. This honor, of course, comes on the heels of Rihanna's new Balmain campaign. And, most notably, her on-again status with Drake. Which makes us wonder, will he be on the honoree's arm come June 2? Your guess is as good as ours.
